In conclusion I venture to express the hope that, in view of my representations to the Governor of Hongkong and of the active steps taken by him for the further effectual suppression of opium smuggling, the Collector of Customs will be good enough in the event of future cases arising affecting British shipping, to treat them with as much latitude as the individual merita of each case and the due observanden of the laws in force may permit.
